Plugin count on home page is incorrect

Issue: The plugin count displayed on the home page is incorrect.

Steps to Reproduce:

1. Log in to the application.
2. Navigate to the Home page.
3. Check the plugin count displayed.

Expected Result:
The home page should display the total number of plugins the user has access to. In my case, I have 5 plugins:

• 4 as a Developer
• 1 as a Contributor

The total plugin count should be 5.

Actual Result:
The home page displays only 3 plugins. The plugin where I have the Contributor role is not included in the count. Additionally, one of the plugins where I have the Developer role is also missing from the count.

Impact:
The plugin count shown on the home page is inaccurate, which may mislead users about the total number of plugins they have access to.
