Add support for certification

Provide ability to list all the certification a folk have.

here are some examples:

1. Official WP Certification from WPVIP/Automattic

2. Marketplace vetted or certified like Codeable/Toptal who onboards talent to marketplace only if you pass their interview.

3. Tool specific certification

Potential implementation steps:

1. official certification should be highlighted uniquely on profile page

2. Filters on folk page to filter certified folks

3. Badges

4. Inclusion in point system
